APPLICATION PERMIT TO SUPPLY 

RECLAIMED WATER NO. RW25-014

Notice is hereby given that the Oklahoma Department of Environmental Quality (DEQ) has issued a draft permit to supply reclaimed water to the Bromide Public Works Authority, 103 N. Main St., Bromide, OK  74530.  The draft permit to supply reclaimed water is based on a Tier II reclaimed water application filed on November 26, 2025, for a new permit with DEQ.  The Bromide Wastewater Treatment Facility (WWTF), which is located in the SE1/4, SW1/4, SW1/4 of Section 5, Township 2 South, Range 8 East, IM, Johnston County, Oklahoma, is a municipal facility that accepts domestic wastewater.  The final permit to supply reclaimed water, if issued, would allow Bromide Public Works Authority to supply treated municipal wastewater, also known as reclaimed water, from their wastewater treatment facility.  The reclaimed water shall be used for irrigation on pastureland, located in the SE1/4, SE1/4 of Section 6, Township 2 South, Range 8 East, IM, Johnston County, Oklahoma.

A copy of the draft permit to supply reclaimed water, fact sheet, application and any other relevant documents may be reviewed by appointment at Bromide City Hall, 103 N. Main St., Bromide, OK  74530.  To schedule an appointment, please contact Bromide City Hall at (580) 638-2334. A copy of the draft permit(s) may be reviewed on the DEQ website at https://oklahoma.gov/deq/permits/permit-assistance/permits-for-public-review.html.

Chairman Mike Niblett called regular meeting of 6-29-26 to order at 9:19 a.m.  Others present Cacy Cribbs, Roy Wayne Blevins and Niblett, Ricky Taylor, Richard Sinor, John Dean, Scott Kirby, John Small, Guyla Hart, Lori Ross, Sarah Carter, Susan Hesbrook, Bethany Varner, Amanda Smith, Wanda Gray, Stacey Pulley, Kathy Ritchie, Michael Martin, Brooke Burch, Mark Canaday, Jason Bryant, Gary Dodd and Kathy Ross.  

Blevins proceeded with the prayer and Cacy Cribbs lead the flag salute.

Update from Oklahoma Emergency Management Leadership by Richard Sinor and John Dean.  They gave all of the information on what it requires to declare a disaster and what it entails for paperwork to received reimbursement once a disaster is declared by the State.  They did inform us that there is software no available to help with tracking disaster records.  The County must keep very accurate records at all times and FEMA will request for these to be uploaded for the project.  FEMA is sometimes a long process but they are trying to streamline the program and help the entities that is applying for reimbursement.
