Notice is hereby given that W.J. Jacobs Water, LLC c/o Colby J. Byrd, 8th Floor, Two Leadership Square, 211 N. Robinson, Oklahoma City, OK 73120, under the authority given in Oklahoma State Law, Title 82 §1020.7, has filed an application with the Oklahoma Water Resources Board, pursuant to Board rules, to amend groundwater permit #1984-647 by deleting two (2) wells located as follows: one (1) well in the SW NW NE of Section 1 and one (1) well in the SE SW NE of Section 2; both in TIS, R4EIM, Johnston County.

Then adding two (2) wells located as follows: one (1) well in the SW SW SW of Section 1 and one (1) well

in NW NE NE of Section 2; both in TI S, R4EIM, Johnston County. This will bring the total number of wells for this permit to two (2). The land dedicated to the permit is 1,540 acres with a total of 308 acre-feet of groundwater per calendar year for the purpose of municipal use, also by removing the industrial use and adding agriculture use to the permit. All other aspects of the permit remain the same, viewable at oklahoma.gov/owrb. Wells and dedicated lands are located over the Arbuckle-Simpson major groundwater basin, which falls within the statutory definition of a “sensitive sole source groundwater basin” under 82 O.S. § 1020.9A. Board rules require the well be located a distance of at least 1,320 feet from existing wells or

proposed well locations on lands of another unless a well location exception is granted. Board rules also require the well be located a distance of at least 1,320 feet from a spring or stream segment as more specifically defined under OAC 785:30-3-6(c)( 1), unless a well location exception is granted. The Board has

completed a hydrologic study for this groundwater basin and has established a maximum annual yield, with the equal proportionate share allocated as two-tenths (0.2) acre-foot per acre of dedicated land to be used for permitted groundwater. Use of groundwater is governed by Sections 1020.1 and following of Title 82 of the

Oklahoma Statutes and rules of the Board, Oklahoma Administrative Code, Title 785, Chapters 4 and 30

Protests to the application must be in writing and received by the Board at the address listed below and by the applicant at the address listed above no later than January 19, 2026, and contain the following: (1) name, address, and telephone number of the interested person; (2) the particular application number to which the protest relates; (3) specific information to show how approval of the application proposed may directly and adversely affect legally protected interests of the person filing the protest; and (4) a statement of the relief sought by the interested person. A person who sends a letter containing only a general objection or comment will not be deemed to be a party, but the letter will be made part of the permanent record. 

A HEARING ON THIS APPLICATION HAS BEEN SCHEDULED. A hearing will be held on March 18,

2025 at 9:30am, in the 2nd floor Boardroom at Oklahoma Water Resources Board Headquarters, 3800 N. Classen Blvd., Oklahoma City, Oklahoma 73118. Applicant(s) shall appear then and there and prove why

the application should be approved. Protesting parties or their representatives must appear at the hearing and present the protest in order that it may be considered. In compliance with Title 2 of the Oklahoma Statutes (The Oklahoma Forestry Code), Sections 16-28 and 16-28.2, The Oklahoma Department of Wildlife Conservation supplies this notice to adjoining landowners of the intent to prescribe burn up to approx. 1,600 acres of the Arbuckle Springs Wildlife Management Area, 750 acres of the Tishomingo Wildlife Management Unit, and 1,400 acres of the Blue River Public Fishing and Hunting Area in Johnston County from January 1 through September 30, 2026, when the weather conditions are suitable for burning.  The legal descriptions of land to be prescribed burned are portions of T1S, R7E, Sections 25, 26, 35 and 36, portions of T2S, R7E Sections 6, 29, 30, 31, and 32 portions of T4S, R5E Sections 10, 11, 13, 14, 15, 22, 23, and 24, portions of T4S, R6E sections 8, 16, 17, 20, and 21 in Johnston County.

COMES NOW the Petitioner, KEILANI ROSE LOZANO, by and through her natural mother, ADRIENNE RENEE MARRIS, and shows to the Court:

1.  That the full and correct name of the Petitioner’s, KEILANI ROSE LOZANO, and their address is 1310 10th Ave NW, Ardmore, Carter County, State of Oklahoma, said residence is outside the Boundaries of the Chickasaw Nation.

2.  That the Petitioners are enrolled members of the Chickasaw Nation.  Petitioner has resided in within the governmental boundaries as described by the Constitution of the Chickasaw Nation for ninety (90) days preceding the filing of this Petition, and this Court, pursuant to Title 5, Chapter 2, Article A Sections 5-201.3 and 5-201.4 of the Chickasaw Nation Code, has personal and subject matter jurisdiction to hear and decide this matter.

3.  That the Petitioner minor child was born on the 9/10/23, at the OU Children’s Hospital, in Oklahoma City, Oklahoma County, Oklahoma.

4.  That the certificate of live the birth is registered at the State of Oklahoma Department of Health in Oklahoma City, Oklahoma.  The Petitioner Certificate of Live Birth states that her natural father, JOSE LUIS LOZANO JR.

5.  That the Petitioner desires to have her present name of KEILANI ROSE LOZANO changed to KEILANI ROSE MARRIS.  The Petitioner wishes to have her name changed to the maiden name of her mother.

6.  That the Petitioner’s natural father, an Indian person, is not allowed to see the minor child due to a protective Order.  The natural father does not pay child support on behalf of the minor child.  The natural father does not co-parent and has not been a part of the child’s life since the protective Order issued by the Carter County of Oklahoma.

7.  That the Petitioners do not seek to have their name changed for any illegal or fraudulent purposes, nor to delay or hinder creditors.

WHEREFORE, the Petitioner prays for an order and judgment of the Court changing her name from KEILANI ROSE LOZANO, changed to KEILANI ROSE MARRIS.
